I have a three-year-old GE water heater that has a leak at the hose at the top of the heater in the least about three quarters of an inch of water into the pan and now the water heater won't light is it repairable or does it need to be replaced.

Unless the leak is coming from the piping above, the TP Valve, or the drain valve, you will most likely need to replace the tank.A 3 year old tank should still be under warranty, however Home Depot switched the labeling to Rheem who has always made the GE tanks.
